				<description>&lt;p&gt;&lt;b&gt;WASHINGTON, D.C.&lt;/b&gt;&amp;nbsp;&amp;ndash; Today&lt;b&gt;, Congresswoman Jahana Hayes (CT-05)&lt;/b&gt; introduced the &lt;i&gt;Beginning Educator Mentorship and Retention Act&lt;/i&gt;, legislation that would provide funding for school districts to enhance and or establish mentoring and induction programs for new teachers and school leaders with less than two years of experience. Companion legislation has been introduced in the United States Senate by&amp;nbsp;&lt;b&gt;Senator Tim Kaine (D-VA).&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The initial years of teaching can be extremely challenging and over 70% of beginning educators contemplate leaving the profession within their first five years&lt;b&gt;,&amp;rdquo; stated Congresswoman Jahana Hayes.&lt;/b&gt; &amp;ldquo;The Beginning Educator Mentorship and Retention Act is designed to incorporate supports early on to improve retention, accelerate professional growth, and boost educator confidence, setting new teachers on a successful path.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The success of future generations and our overall economy depend on America&amp;rsquo;s teachers,&amp;rdquo; &lt;b&gt;stated Senator Tim Kaine.&lt;/b&gt; &amp;ldquo;That&amp;rsquo;s why I&amp;rsquo;m proud to introduce this bicameral legislation to increase mentoring and induction programs for educators who are new to the field, so they can receive the support they need to stay in the field and do what they do best in the classroom.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The &lt;i&gt;Beginning Educator Mentorship and Retention Act&lt;/i&gt; would authorize competitive grants for states to support school districts in bolstering or developing mentoring and induction programs for new teachers and school leaders with less than two years of experience. Specifically, the bill would ensure states and localities:&lt;/p&gt;
&lt;ul type="disc"&gt;
&lt;li&gt;Develop and sustain evidence-based induction and mentorship programs that will help novice teachers and leaders develop the skills they will need to be effective in supporting students&amp;rsquo; learning, which include support in developing and using evidence based instructional strategies, meeting the needs of students with disabilities and English learners, fostering positive classroom environments, and engaging parents;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul type="disc"&gt;
&lt;li&gt;Coordinate with their educator preparation programs to build upon and enhance the high-quality training for novice teachers and leaders and avoid redundancy;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul type="disc"&gt;
&lt;li&gt;Recruit experienced and effective mentor educators who will support new teachers and leaders in their first two years of teaching or leading. Mentor educators must have demonstrated effectiveness in their roles as educators, taught in the same or similar field, grade, or subject as the mentee, and facilitated collaboration and adult learning;&lt;/li&gt;
&lt;/ul&gt;
&lt;ul type="disc"&gt;
&lt;li&gt;Compensate and provide release time for mentor educators; and&lt;/li&gt;
&lt;/ul&gt;
&lt;ul type="disc"&gt;
&lt;li&gt;Prioritize areas of concentrated poverty with the most significant turnover and staffing challenges. The bill will also provide additional mentoring, and induction supports for rural or remote areas schools and areas with limited administrative capacity.&lt;/li&gt;

The vote passed 215-208. This was the fifth time the House has voted to end the hostilities in Iran.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;For months, the President has violated the Constitution by engaging in conflict with Iran. This unnecessary war has caused the loss of American troops, soaring energy costs and supply chain disruptions, and increased concern about domestic security and polarization. The war is widely unpopular, as 60 percent of American adults disapprove of the conflict.&lt;/p&gt;
&lt;p&gt;I joined my colleagues in passing H.Con.Res.86 to force the President to adhere to the constitution which mandates troops be withdrawn within 60 days unless Congress authorizes continued action. This check on the President&amp;rsquo;s ability to commit U.S. armed forces to armed conflict without congressional consent is critical and my vote asserts that constitutional authority.&amp;rdquo;&lt;/p&gt;</description>

This bipartisan legislation would create a competitive grant program at the U.S. Department of Agriculture (USDA) to expand scratch cooking in schools.&lt;/p&gt;
&lt;p&gt;Scratch cooking allows school districts to prepare their own meals using fresh, locally sourced ingredients instead of serving pre-assembled or processed meals. This innovative approach incorporates a &lt;a href="https://assets-global.website-files.com/5c469df2395cd53c3d913b2d/611027419232d281ad2f51ff_BenefitsFactSheet.pdf"&gt;farm to table&lt;/a&gt; system in the school setting that helps to reduce water, carbon, and waste footprints.&lt;/p&gt;
&lt;p&gt;&lt;a href="https://www.fns.usda.gov/infographic/lunches-consumed-schools-most-nutritious"&gt;Research shows&lt;/a&gt; that school meals are the most nutritious food source for American schoolchildren. Through scratch cooking, students are afforded the opportunity to consume whole, healthy fruits and vegetables, which are key for healthy growth and brain development in children.&lt;/p&gt;
&lt;p class="wordsection1"&gt;&amp;ldquo;Healthy eating fuels the brain and leads to improved academic performance and emotional well-being. 				<description>&lt;p&gt;&lt;b&gt;WASHINGTON, D.C. &lt;/b&gt;&amp;nbsp;&amp;ndash; Today,&amp;nbsp;&lt;b&gt;Congresswoman Jahana Hayes (CT-05)&lt;/b&gt;&amp;nbsp;introduced the&amp;nbsp;&lt;b&gt;&lt;i&gt;Teacher Debt Relief Act, &lt;/i&gt;&lt;/b&gt;&amp;nbsp;legislation to make a technical correction to ensure teachers with five years of classroom service can qualify for both the Stafford Student Loan Forgiveness (SSLF) program and the Public Service Loan Forgiveness (PSLF) program.&lt;br /&gt; &amp;nbsp;&lt;br /&gt; Currently, educators are eligible for partial debt relief after five years of service. However, federal law forbids simultaneous enrollment in the general Public Service Loan Forgiveness and Teacher Loan Forgiveness programs, forcing educators to work for up to an additional 10 to 15 years to qualify for full relief.&amp;nbsp;&amp;nbsp;&lt;br /&gt; &amp;nbsp;&lt;br /&gt; Part of what compounds the student debt issue for teachers is stagnant salaries for educators. Teachers make $3,644 less on average than they did ten years ago when adjusted for inflation. Additionally, 40% of school districts employing half a million teachers still offer a starting salary below $40,000.&lt;br /&gt; &amp;nbsp;&lt;br /&gt; Recent actions by the Trump Administration have made accessing Public Student Loan Forgiveness (PSLF) even more difficult for teachers. In October, the Administration advanced a final rule that would allow the Secretary of Education to disqualify employers from PSLF for a &amp;ldquo;substantial illegal purpose.&amp;rdquo; Under the rule, if a teacher works in a school district that becomes subject to a policy dispute, they could lose their loan forgiveness. &lt;br /&gt; &amp;nbsp;&lt;br /&gt; &amp;ldquo;The Trump Administration has made the promise of higher education a distant dream for many by forcing students into unaffordable repayment plans and predatory private loan markets, and threatening access to critical loan forgiveness programs. At a time when food prices remain elevated, and families across the country are struggling, this reorganization moves in exactly the wrong direction,&amp;rdquo; &lt;b&gt;wrote the Lawmakers.&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;FNS has already lost nearly 30 percent of its workforce since the start of this administration, primarily due to the dismissal of probationary employees, deferred resignation, and early retirement offers. This reorganization will accelerate that attrition further, leaving critical nutrition programs even more dangerously short-staffed at precisely the moment when they are needed most. These disruptions are likely to be long-lasting, as relocation to new geographic areas will create additional challenges for recruiting and retaining a strong workforce.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;As Ranking Member of the Subcommittee on Nutrition and Foreign Agriculture, Congresswoman Hayes has been a champion in the fight to end hunger in the United States and globally. &lt;p&gt;With no known next of kin, my office was notified that he would be buried in an unmarked grave. We worked with the VA to locate and expedite his service records. Today, Sgt. Stokes received full military honors at CT State Veterans Cemetery. My team would not rest until Sergeant Stokes was able to rest in peace.&lt;/p&gt;

&lt;p&gt;&lt;b&gt;Congresswoman Jahana Hayes &lt;/b&gt;released the following statement.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;&lt;i&gt;The Farm, Food, and National Security Act&lt;/i&gt;&amp;nbsp;fails&amp;nbsp;to meet the needs of families and farmers across the country and does nothing to substantively address the issues before the agricultural economy. Today, I voted no on final passage of the bill.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Farm Bill cements the $187 billion in cuts to the Supplemental Nutrition Assistance Program (SNAP), guts conservation programs,&amp;nbsp;and&amp;nbsp;continues to abandon small farms in Connecticut by not addressing issues with traditional crop insurance programs.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Since H.R. 1 was enacted, more than 3 million Americans have been kicked off SNAP, with losses reported in every single state. In Connecticut, over 33,000 people have already lost their benefits and that number is expected to rise.&amp;nbsp; Families have been forced to make difficult decisions about keeping a roof over their head, paying for healthcare or feeding their families - not because their needs have changed, but because this Congress has changed the rules. I offered an&amp;nbsp;amendment during Rules debate that would have restored full benefits to the 42 million Americans and another to rescind the administrative cost shift to states, unfortunately Republicans blocked it from coming to the House Floor.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I also introduced an amendment to address the lack of safety nets for small farms by amending the Non-Insured Disaster Assistance Program and the Whole Farm Revenue Protection Program. Connecticut farmers have lost&amp;nbsp;over $50 million&amp;nbsp;due to weather-related events in recent years. Yet only 5% of Connecticut farms are enrolled in crop insurance, compared to 19% of farms nationally. My amendment would have provided a stronger safety net by expanding the number of farms eligible to purchase crop insurance, lower coverage costs for small farms, and directing the USDA to develop more responsive coverage options for farmers during extreme weather. This amendment was also blocked from consideration.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;A Farm Bill should meet the needs of all Americans &amp;ndash; both rural and urban. This legislation does not. It does not address the failed tariff and trade policies plaguing family farmers, it does not restore benefits to hungry Americans, and it does not heed the warnings from states about the devastating impacts this legislation will have on state budgets.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I join the more than 200 organizations, including farm, labor, conservation, hunger, and animal welfare groups who are opposed to this legislation.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I will not vote to take food away from hungry people and leave Connecticut farmers behind. I will continue to work to address the pressing needs of my constituents affected by this legislation.&amp;rdquo;&lt;/p&gt;</description>

				<title>Hayes, Markey Introduce Bicameral Legislation to Connect Vulnerable Youth to Educational and Workforce Development Program</title>

This legislation&amp;nbsp;reauthorizes $1 billion for the YouthBuild program, a national program that equips opportunity youth with education, employment, and leadership skills.&lt;/p&gt;
&lt;p&gt;Opportunity youth are age 16 to 24, no longer in school and disconnected from work opportunities.&amp;nbsp;With nearly one in seven youth in the United States not engaged in school, training, or work, YouthBuild provides young people with the resources necessary to build brighter futures for themselves and their communities. The program serves more than 5,000 opportunity youth in more than 40 states, including Connecticut.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;YouthBuild transforms the lives of young people by helping participants earn their diplomas and confidently step into careers in high-demand fields,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Congresswoman Jahana Hayes&lt;/b&gt;. &amp;ldquo;The&amp;nbsp;&lt;i&gt;YouthBuild for the Future Act&lt;/i&gt;&amp;nbsp;will ensure youth in the Fifth District and across the country can reach their full potential. I am pleased to introduce legislation that will make essential federal investments in one of our greatest resources: our young people.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;YouthBuild programs&amp;nbsp;uplift&amp;nbsp;communities and connect&amp;nbsp;young people&amp;nbsp;to the educational and job opportunities they need to build a rewarding career&amp;nbsp;and life,&amp;rdquo;&amp;nbsp;&lt;b&gt;said Senator Markey.&lt;/b&gt; &amp;ldquo;When we invest in YouthBuild, we invest in the future of our children and our communities. &lt;p&gt;The&amp;nbsp;&lt;i&gt;YouthBuild for the Future Act&lt;/i&gt;&amp;nbsp;is endorsed by YouthBuild Global, The Forum for Youth Investment, The Corps Network, Voices for National Service, Massachusetts YouthBuild Coalition, Service Year Alliance, New North Citizen&amp;rsquo;s Council Youth Services, National Youth Employment Coalition, National Collaborative for Transformative Youth Policy, and New Deal for Youth, National Skills Coalition, and Jobs for the Future.&lt;/p&gt;
&lt;p&gt;"There are 4.15 million young people in this country between the ages of 16 and 24 who are out of school and out of work &amp;mdash; ready to contribute, ready to work and just needing a real chance," &lt;b&gt;said John Valverde, president and CEO of YouthBuild Global. &lt;/b&gt;"The YouthBuild for the Future Act is a common-sense investment in that potential. For almost 50 years, YouthBuild programs have connected these young people to the hands-on training, education and support that leads to family-sustaining careers in high-demand fields. &lt;p&gt;In 2024, the&amp;nbsp;&lt;i&gt;YouthBuild for the Future Act&lt;/i&gt;&amp;nbsp;passed the House as part of the Workforce Innovation and Opportunity Act (WIOA). Though YouthBuild programs have continued to receive funding through the annual appropriations process, the program has not been meaningfully updated or reauthorized since Fiscal Year 2020&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The YouthBuild for the Future Act&lt;/i&gt;&amp;nbsp;would authorize $1 billion for the program over six years and&amp;nbsp;make meaningful program updates. Specifically, the legislation would:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;Authorize a total of $1 billion for YouthBuild programs for Fiscal Years 2027-2032&lt;/li&gt;
&lt;li&gt;Authorize YouthBuild-employer partnerships to deepen private-sector commitment to local programs and participants&lt;/li&gt;
&lt;li&gt;Reserve grants for programs serving rural and tribal communities&lt;/li&gt;
&lt;li&gt;Allow funding for participant meals&lt;/li&gt;
&lt;li&gt;Allow grantees to count YouthBuild funds towards the matching requirement under the National and Community Service Act and&lt;/li&gt;
&lt;li&gt;Require States to share Unemployment Insurance wage data with YouthBuild programs&lt;/li&gt;

These funds will specifically target the lingering impacts of the COVID-19 pandemic.&lt;b&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;Public schools across the nation have long lacked sufficient funding and resources to provide all students with a high-quality public education. This challenge has been exacerbated by the COVID-19 pandemic, which worsened these pre-existing achievement gaps, leading to instructional loss and increased mental health challenges.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;&amp;ldquo;&lt;/b&gt;Almost 6 years later, while many parts of our country have recovered from the COVID 19 pandemic, we still see lasting impacts on our students,&amp;rdquo;&lt;b&gt; said Congresswoman Jahana Hayes. &amp;ldquo;&lt;/b&gt;In Connecticut students are still facing chronic absenteeism, lower reading scores, and increased mental health challenges. The&lt;i&gt; Educational Equity Challenge Grant Act of 2026&amp;nbsp;&lt;/i&gt;is a comprehensive piece of legislation to address the lasting impacts of the pandemic and truly invest in equitable access to education.&amp;rdquo;&lt;b&gt;&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Our government is failing students, especially those in low-income communities and communities of color, by refusing to invest in closing education gaps worsened by COVID,&amp;rdquo; &lt;b&gt;said Senator Warren&lt;/b&gt;. &amp;ldquo;Our bill takes a massive step toward bridging these gaps and making sure every kid in this country receives a high quality education.&amp;rdquo;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Educational Equity Challenge Grant Act reserves funds for the Bureau of Indian Education, rural areas, and applicants serving low-income students. States, school districts, nonprofits in partnership with school districts, and the Bureau of Indian Education can apply for grants for one of two purposes:&lt;/p&gt;
&lt;ol&gt;
&lt;li&gt;&lt;b&gt;&lt;/b&gt;&lt;b&gt;Implement Evidence-Based Strategies:&amp;nbsp;&lt;/b&gt;75% of funds are reserved for grantees to adopt programs that meet a high bar of evidence, which may include supporting social-emotional learning, implementing culturally and linguistically responsive practices, extending instructional time, and implementing high-quality individual or small-group tutoring.&lt;b&gt;&amp;nbsp;&lt;/b&gt;&lt;/li&gt;
&lt;li&gt;&lt;b&gt;&lt;/b&gt;&lt;b&gt;Support Field- and Educator-Initiated Innovations:&lt;/b&gt;25% of funds are reserved for grantees to develop or replicate new ideas and strategies designed by educators in the field to accelerate academic progress and address social, emotional, mental, behavioral, and physical health needs, including those associated with the COVID-19 pandemic. Grantees must include an independent evaluation for efficacy.&lt;b&gt;&lt;/b&gt;&lt;/li&gt;
&lt;/ol&gt;
