WASHINGTON – Today, Congresswoman Jahana Hayes (CT-05) voted in support of the bipartisan America Creating Opportunities for Manufacturing Pre-Eminence in Technology and Economic Strength or America COMPETES Act, a comprehensive, strategic package that makes groundbreaking investments in American research, innovation, and manufacturing.

“As the global landscape continues to change, the time to modernize American manufacturing is now. The America COMPETES Act will financially secure our supply chains, expand equitable economic opportunity, and ensure more essential goods are made right here in the United States,” said Congresswoman Hayes. “This stabilizing legislation also included three of my amendments that collectively remove barriers for students, workers, and businesses to contribute to solving the most important issues of our time. From curbing the impacts of climate change to improving our national security to promoting societal equity – the America COMPETES Act will foster innovation and ensure our country remains a global leader for generations to come.”

The Hayes amendments included in the final bill text will:

  • Bolster equitable access to STEM education and infuse the STEM pipeline with workers that represent the diversity of our nation;
  • Ensure financial assistance offered to manufacturers is distributed to geographically diverse institutions to ensure historically underrepresented communities can fully participate in a new era of American innovation; and
  • Remove barriers for private entities to be eligible for funding through the National Science Foundation’s (NSF) newly established Directorate for Science and Engineering Solution (SES).

The America COMPETES Act reflects bipartisan work across committees to strengthen our country’s competitiveness by:

  • Creating the CHIPS for America Fund
    • Includes $52 billion for CHIPS for America Act which will incentivize private-sector investments and continued American leadership in semiconductor fabrication and will help address supply chain disruptions and ensure that more semiconductors are produced here at home.
  • Strengthening the Supply Chain & American Manufacturing
    • Authorizes $45 billion to improve our nation’s supply chains and strengthen our economy and national security by preventing shortages of critical goods and ensuring that more of these goods are made right here in the United States.
